Method: a "row" is a new FMCSA authority application (applicant, not yet authorized) or a new grant published that feed day, deduplicated by docket. "No BIPD filing on file" = no liability (BIPD) insurance filing in FMCSA data for that docket on the feed day. Applicants are not required to file insurance until authority is granted. Weekly comparison = the same weekdays of the prior week.
